Preventing repeat and secondary victimisation
Two papers make up the EUCPN toolbox on high-risk victim groups (available in English, French, German and Czech):
  • Preventing repeat and secondary victimisation: examines which groups of people can be considered as high-risk victim groups due to their personal susceptibility characteristics and discusses how the victim-centred approach as well as multi-agency cooperation can play a role in preventing secondary victimisation. Furthermore, it focuses on breaking the cycle of repeat victimisation by encouraging victims’ reporting behaviours, referring them successfully to other support services and assisting them during a potential court trial.
  • ECPA: an overview of the participants of the 2022 European Crime Prevention Award.

Recommendation paper: A holistic approach towards preventing fencing

Online fraud continues to be a prominent issue in Europe. Fortunately, a lot of information is available about how it works and how these scams can be prevented. If we want to design effective crime prevention initiatives, using the available intelligence is key. This paper puts forward some broadly accepted concepts and tools.

Fencing constitutes knowingly and willingly dealing in stolen goods, and includes a large variety of activities. In order to tackle fencing, an elaborate approach aimed at several focus areas while including various partners is needed. The paper discusses four focus areas that make up the phenomenon of fencing.
